They look similar but there are some slight differences that would make me uncertain. e.g. the foot shape, the side wings, the top. In fact even the raised pattern is different on the top layer & bottom layers. My gut feel is two different makers, one copying a popular decorative pattern from the other and changing it just slightly to prevent accusations of plagiarism.
