Mystery decanter and goblets set

Blue satin glass decanter and goblets, covered with a metal filigree casing. Each part of the metalwork has been put on and fitted to the shape of the decanter - it must have taken hours! The metal also goes underneath the base of the pieces. No makers' marks at all, looks a modern piece but where was it made and by whom?
