Unknown maker. Has a hard-to-read Reg. no. on the base, which appears to be 86706 but there may be another character before this number. I think this could be 786706 which is a number registered to Hoskins Rose in 1933.
Confirmed now: Identified by Pamela Wessendorf of Pressglas-Pavilion as a design registered to Hoskins Rose, Reg. No. 786706, 1933
